Independence Construction Materials was established in 1983, with its first production facility located in Devault, PA, a western suburb of Philadelphia. The Devault location still operates to this day, home to both a quarry and an asphalt plant.
In the years since, ICM has grown throughout the region to include five quarries and nine asphalt plants. With a steady growth, ICM has moved into the growing or underserved markets as demand and local conditions warranted. ICM asphalt plants are adjacent to company-owned quarries, with one exception, yielding production efficiencies that translate into superior quality control and expedited logistics and delivery - the two things customers tell us are the most important to them.
ICM understands just what it takes to exceed the expectations of customers because our parent company is a large contractor operating in four states in the Mid-Atlantic. Thus, the perspective and the needs of the customer are clearly understood by the people on both sides of the equation, each with an agenda that calls for complete satisfaction. With the advantage of this unique position, ICM becomes much more than just a supplier; it becomes a partner in your success.
Everyone at Independence Construction Materials knows we have competitors in all the markets we serve, which is why we have to earn your trust with every order. Delivering more value and greater satisfaction is the way we do it, and that’s the way our customers like it.
Our Vision is who and what Independence Construction Materials is, distilled to its essence. It is the cultural backbone of our company and does not change over time, no matter what other changes take place around it. Providing the firm footing we need to move forward, our Vision states:
Through working together, we will...
- Compete successfully with the best, fastest and safest competitors in the world.
- Build a great place to work.
- Leave footprints in our industry.

But with all of that said, there is no better way to understand a company than to know their guiding principles. Here at ICM, our core values are the foundation for what we are, and what it is that we stand for.
"Since the Fall of 2006, we have utilized over one million tons of stone products for the Cherry Island Landfill Expansion project in Wilmington, DE. Most of this material has been from the Elk Mills Quarry. The staff at ICM has been exceptional across the board; they routinely go above and beyond my expectations to meet our very challenging demands. Shirley in the Elk Mills scale house has been a pleasure to work with and has done an excellent job making sure we receive the volume of material that we order each day - rain, snow or sun. I would like to thank everyone at ICM on behalf of Sevenson for their cooperation during the Cherry Island Landfill Expansion and I look forward to our continued business with ICM." - Sevenson Environmental Services
"ICM is definitely a leader when it comes to employing well trained and personable employees. Having employees that enjoy or care about what they are doing makes everyone's job easier. Keep up the great work!" - DelDOT
“Since ICM has taken over the Elk Mills Quarry, we've seen a greater awareness of safety in the quarry and the surrounding community by putting the fence around the property. The safety signs are a good reminder also. The general appearance of the quarry has improved. I thank them for their support with the local businesses and schools."

“Liz, we did receive your fax and thank you very much for thinking of us. We were thinking of bidding this work and of course were thinking of ICM for the concrete and stone. I have been meaning to call you for many weeks now. I just wanted to tell you what a pleasure it has been to work with you guys over the last few months. Phil at dispatch has been very good to work with, the product is very good, and the drivers are top notch, we've also been buying stone out of Devault and have been very pleased with the service. We could not ask for more out of a supplier and ICM has quickly climbed to our number one choice of concrete and stone. Our other suppliers are calling almost daily to requote our conrete to get some of the business back that they have lost due to ICM treating us so well. I can't say enough good things about the relationship we have with ICM. Thanks again for finding us, and the job lead."
